Flood protection monitoring and warning system
In relation to people, floods are a destructive and stressful natural factor, which is one of the greatest dangers not only for the Czech Republic, but also for the whole of Central and Eastern Europe. In the last few years, floods have been the cause of serious crises. Not only extensive material damage is caused, but also the lives of the inhabitants of the affected areas are lost, at the same time the landscape is devastated and ecological damage occurs. An important part of flood protection, as defined by the Flood Protection Strategy for the territory of the Czech Republic, approved by the Government of the Czech Republic, is the forecasting and reporting service. Its aim is to provide quality, timely and up-to-date information that is essential for flood protection management and contributes to a significant reduction in flood damage. The above-mentioned strategy also envisages support for the construction of local warning systems as part of the forecasting and reporting service.
Cross-Border System (LSOP) Klodzko
Our company has developed and implemented in practice a local monitoring and warning system for flood protection in the district of Klodzko in Poland. The central station of the system equipped with control software reads current hydrological and meteorological data (level, precipitation, wind direction and speed, pressure, air temperature and radiation) from 36 automatic measuring stations every 15 minutes via radio data network, evaluates these values, stores them in the database type Client / Server and transmits by radio network to 17 subordinate dispatching stations at municipal and municipal offices, where the data is stored in their own local databases and can be worked with as quickly and efficiently as at the central station. In case of exceeding one of the preset alarm limits at some of the stations, the system notifies the situation visually and acoustically dispatchers of the central station and responsible slaves, text-based message to digital pager or mobile phone automatically passes information to persons defined for the object and given event level and it is also possible to automatically trigger an alarm siren in the relevant area. The selected information is also automatically updated displayed on the Internet www.lsop.powiat.klodzko.pl , it is planned to expand this service with pages in WAP format, which will allow verification of the current status using a mobile phone. The software of the system offers a modern graphical environment, which allows the operator easy orientation in the situation and allows to perform a basic analysis of the measured data through graphs. The system was included as one of the pilot programs in the EU Osiris project. The system has an open architecture and can be used, for example, for environmental monitoring (air and water pollution).
System description
The basis of the system is a radio telemetry network through which data are measured and transmitted via a secure protocol to the central station. The radio telemetry network uses Motorola radios and radio telemetry units from our MC13 production, operating on frequencies based on permits in the 160 or 450 MHz band with a channel width of 12.5 kHz. The MC13 allows many different types of sensors to be connected, which can be connected to the unit’s analog, digital or counter inputs or via the RS-485 serial interface. The connected technologies can be controlled via relay outputs or via the RS-485 interface. The DMB transmission protocol guarantees error-free delivery of transmitted information even in very large telemetry networks. If there is no direct connection between the main and the measuring station, an unlimited number of relay stations can be included in the route. Each station of the telemetry network can operate as a relay station. An important feature of the MC13 units is the possibility of remote change of all parameters, which significantly simplifies and speeds up the possibility of maintaining the entire telemetry network. Each measuring station is equipped with a battery that allows 4 days of operation without power supply. In the same configuration, ie the Motorola data station and the MC13U radio telemetry unit, telemetry networks are operated, e.g. in energy (JME, SME) or water supply (SČVAK), HZS EPS remote transmission equipment.
The system software works under MS Windows NT / 2000 operating systems, has a modular structure and uses SQL server Interbase 6.0. The basic element of the system is a service that communicates with stations in the radio telemetry network, processes the measured data and stores them in a database, transmits them to slave stations, sends messages to mobile phones and pagers and communicates with data visualization applications, another service takes care of archiving and exports data and the last copies the data from the system database to the database of the Internet server. The interface between the system and the user is provided by the dispatching application. This application allows you to view current and historical data stored in the system database in various forms so that the data is clear and understandable to users. The data can be displayed in tables with data sorted by measuring station or by measured quantity, the color of the row with object data changes according to the alarm level in which the station is or was at the time of measurement. The data can also be displayed on the map with the color of the object name according to the status, or with a graphical display of the devices with which the measuring station is equipped. An important part of this application is the ability to create graphs. Graphs can be created according to the type of measured quantity and in addition to the period for which the graph is created, it is possible to select the type of graph, including three-dimensional ones. From this application it is also possible to send messages to a mobile phone (SMS) or pager to users defined in the system database. The visualization communicates within the computer network with a service that reads data from the radio network, which allows automatic data updating. The system as a whole is very variable and allows for further expansion. The parameters of measuring stations and sensors as well as user and operator data are stored in a database and immediately after their modification, the system adapts to the new parameters. The number of measuring stations, connected sensors, users and dispatching workplaces is not limited in advance and can be expanded gradually. The system also includes another extension for measuring other quantities, e.g. with regard to environmental quality monitoring.
